Expands the definition of "health care provider" and "health care facility" to include workers such as emergency medical technicians who may work outside traditional health care facilities, aligning with existing battery statute definitions

Extends Class H felony protections to cover threats against current and former health care providers, health care facility workers, and their family members

Removes the requirement that the threatening incident be tied to actions occurring specifically at a health care facility

Applies felony penalties when threats are made in response to actions taken by health care providers acting in their official capacity, regardless of location

Amends Wisconsin Statute 947.016 (3) by adding new definitional language referencing s. 940.51 (12) and (13)
