Gift certificates, gift cards, and similar gift obligations cannot have expiration dates earlier than 5 years after sale (or 5 years after last reload for reloadable cards)

Dormancy, inactivity, or service fees may only be charged if there has been no activity for one year, fee terms are clearly disclosed on the gift obligation, and no more than one fee is charged per month

Department of Agriculture, Trade and Consumer Protection or district attorneys may seek civil penalties of $100 to $10,000 per violation

Private individuals may sue for twice their pecuniary loss or $200 per violation (whichever is greater), plus attorney fees and costs

Provisions align Wisconsin state law with existing federal gift card regulations
