Elections Commission authorized to award grants to municipalities for purchasing election supplies and equipment, including electronic poll books and accessibility equipment

Grant caps per biennium based on municipality population: $2,500,000 for populations over 250,000; $1,000,000 for 100,001-250,000; $500,000 for 50,001-100,000; $250,000 for 50,000 or fewer

Applications must be submitted at least 180 days before a general election, with a minimum grant amount of $250

Grant recipients must agree to at least one random inspection of purchased supplies and equipment by the Elections Commission

Appropriates $5,000,000 annually ($10,000,000 per biennium) in general purpose revenue, with required program audits submitted to the legislature within 90 days after each general election
