App store providers must verify users' age categories (child under 13, younger teenager 13-15, older teenager 16-17, or adult 18+) using commercially available verification methods for new accounts and within 12 months for existing accounts

Minor accounts must be linked to a parent account, and verifiable parental consent is required before minors can purchase apps, download apps, or make in-app purchases

App store providers must notify users of significant app changes (material changes to data collection, age ratings, new in-app purchases, or new advertisements) and obtain renewed parental consent for minors before providing changed apps

Developers must verify age category data through app stores, notify stores of significant changes, and are prohibited from enforcing contracts against minors without verified parental consent or sharing age category data

Violations subject to forfeitures up to $7,500 per violation for government enforcement, plus private cause of action allowing minors or parents to recover the greater of actual damages or $1,000 per violation, punitive damages for egregious violations, and attorney fees
