Requires distributors of explicit content to display warning labels stating "WARNING: This material contains explicit content that may be harmful or offensive. Viewer discretion is advised. Not intended for minors."

Print publications must display the warning in bold 20-point Arial font on the cover, first page, or packaging; digital platforms must show warnings for at least 10 seconds covering two-thirds of the screen before users can access content.

Digital distributors must include "WisconsinExplicitContentWarning" in the metadata of each piece of explicit content.

Initial violations carry forfeitures up to $2,500 per violation (reduced to $500 if cured within 14 days); subsequent violations double the prior forfeiture amount, with courts imposing an additional 50% surcharge to fund DOJ enforcement.

Private citizens may file notice-of-violation forms with the Department of Justice and distributors; if DOJ does not act within 60 days and the violation remains uncured, individuals may sue for damages, injunctive relief, court costs, and attorney fees.
