Prohibits state agencies from promulgating rules that interpret statutes without explicit and specific statutory authority granted by the legislature

Repeals current law allowing agencies to create interpretive rules whenever they consider it necessary to effectuate a statute's purpose

Removes the Building Commission's authority to interpret statutes it enforces beyond what is explicitly authorized

Agencies may still promulgate rules implementing an authorizing statute after publication but before the statute's effective date, though such rules cannot take effect until the statute does
