Creates a 6-member Data Efficiency Study Steering Committee with 2 Assembly members, 2 Senators, and representatives from the Departments of Revenue and Administration

Requires the committee to contract with a nonstate firm to conduct a comprehensive study of interagency data sharing practices across Wisconsin state government

Study must assess data governance frameworks, identify barriers to data sharing, review best practices from other states, and recommend organizational structures such as a chief data officer or enterprise-wide data analytics office

Study must evaluate strategies for shared platforms, technology consolidation, data warehousing solutions, and standardized templates for state agency consumer-facing websites

Report with findings and recommendations due to legislative standing committees by December 31, 2026, after which the steering committee dissolves
