Amends the statutory purpose statement for city and village zoning authority under section 62.23(7)(c)

Removes language about "lessening congestion in the streets," "preventing overcrowding of land," and "avoiding undue concentration of population"

Adds new zoning purposes: ensuring land development supports healthy, livable communities and fostering a range of housing types

Adds "complete streets" language requiring zoning to prioritize safety, comfort, and accessibility for pedestrians, cyclists, transit riders, and motorists

Retains existing purposes including safety from fire and dangers, adequate light and air, groundwater protection, and preservation of burial sites
