"Government service delivery" encompasses actions by agencies, contractors, or nonprofits providing benefits or services to Wisconsin residents, businesses, or organizations through channels including in-person, mail, digital, telephone, website, and third-party collaboration

Secretary must identify "high-impact" agency programs based on the scale and public-facing nature of their services, with these programs receiving particular focus for improvement efforts

Department of Administration must submit an annual report to the governor and legislature detailing government-wide service delivery improvement efforts from the prior fiscal year
