Creates the "Water Fund for Our Future," a nonlapsible trust fund with a one-time $250,000,000 transfer from the general fund in fiscal year 2025-26

Establishes a Joint Committee for Oversight composed of 10 legislators (split between majority and minority parties from both houses) plus the secretaries of Health Services and Natural Resources or their designees

Creates a rapid response account within the fund that DNR and DHS can use to respond to natural disasters and public health emergencies, including remediation costs and assistance to affected individuals

Restricts fund expenditures exclusively to clean water activities; allows the Joint Committee on Finance to transfer unencumbered balances to the budget stabilization fund only if that fund has been fully expended

Requires any JCF member objecting to a supplemental funding request to have their name and reason for objection recorded and made publicly available; allows DNR and DOJ to seek reimbursement from responsible parties for fund expenditures
