Requires a hiking permit from the Department of Natural Resources to travel by foot on groomed hiking trails on state-owned land, excluding vehicle admission areas such as state parks

Permit fees are $20 for adults, $10 for children ages 12 and older, and $0 for children under 12, with a 75-cent issuing fee for permits issued to those 12 and older

Permits are valid for the calendar year in which issued and must be carried and shown to DNR wardens or law enforcement on demand

Exempts hikers who hold a DNR approval/registration for another activity, a state trail pass, or authorization for an organized event

Authorizes DNR to issue permits directly, appoint non-employee agents, or contract for a statewide automated issuing system, with agents able to retain 50 cents of the issuing fee
