Requires bicyclists to obtain and display a DNR-issued permit to ride on groomed mountain biking trails and other bicycle-open trails on state-owned land, excluding highways and vehicle admission areas like state parks

Permit fees are $40 for adults, $20 for children ages 12 and older, and free for children under 12, plus a 75-cent issuing fee for those 12 and older

Permits are valid for the calendar year in which issued and must be permanently affixed to the forward half of the bicycle or carried as a temporary receipt

Exempts cyclists participating in organized events or those holding separate trail passes issued under existing DNR programs

Authorizes DNR to appoint non-employee agents to issue permits, with agents allowed to retain 50 cents of each issuing fee as compensation
