Requires town board approval by resolution before the Department of Natural Resources can initiate, authorize, or issue permits for water diversion or elevation projects located in towns

Covers projects using stationary or portable pumps or other mechanisms that divert water to locations where it does not naturally occur or raise water elevation above natural levels

Includes an emergency exception allowing DNR to proceed without town approval in emergency situations

Amends existing DNR authority under sections 30.18, 31.02, and 87.02 relating to water level regulation, flood control, and navigable water management

Creates new statutory section 31.16 establishing the town approval requirement for water diversion projects
