Council on Early Literacy Curricula (CELC) would recommend early literacy curricula and instructional materials to the Department of Public Instruction at least once every 3 school years instead of annually, beginning in the 2025-26 school year

DPI's deadline to submit recommendations to the Joint Committee on Finance would be shortened from 30 days to 14 days after receiving CELC's recommendations

DPI would be required to simultaneously submit recommendations to both JCF and the appropriate legislative standing committees, rather than JCF alone

Submissions must clearly indicate which recommendations came from CELC and which came from DPI

Recommendations would no longer be limited to use in the following school year, allowing for longer-term curriculum planning
