Agencies delinquent in submitting required biennial reports on administrative rules are prohibited from taking any action on promulgating new rules until the report is submitted

Agencies must hold a public hearing and solicit public comment before finalizing their biennial report identifying rules that may be unauthorized, obsolete, duplicative, or economically burdensome

Expands the expedited rule repeal process to cover any "qualifying rule" identified in the biennial report, not just rules the agency lacks authority to promulgate

Biennial reports must be submitted to the Joint Committee for Review of Administrative Rules (JCRAR) by March 31 of each odd-numbered year and published in the register

Agencies identifying qualifying rules must petition JCRAR within 30 days to repeal those rules using the expedited process, which bypasses normal rule-making procedures
