Expands Wisconsin's legal definition of "veteran" to include current or former National Guard members who satisfactorily completed their initial term of obligated service and received an honorable or general discharge under honorable conditions

Extends most state veterans benefits to National Guard members meeting this new definition

Excludes admission to state veterans homes and burial in veterans cemeteries from the expanded benefits, as these remain subject to federal regulation

Amends Wisconsin Statutes sections 45.01(12) and 45.51(2)(a)1
