Repeals current requirements that state lottery drawings be witnessed by an independent certified public accountant and that drawing equipment be inspected by a CPA and Department of Revenue employee before and after each drawing

Requires all lottery drawings to be random selections of winning results using mechanical, electrical, or computerized drawing methods

Mandates the Department of Revenue contract with an independent firm at least annually to audit drawing processes, review technologies, security procedures, computer and systems security, and randomly selected drawings
