Creates new statute section 48.49 requiring the Department of Children and Families or county departments serving as representative payee for foster children to conserve the child's state or federal benefits in protected accounts that avoid asset limitations for government programs

Mandates periodic accounting be provided to the child, the child's attorney or guardian ad litem, and the child's parent, guardian, or Indian custodian regarding how benefits are conserved and used

Requires the department to work with the child and appropriate federal agency to return remaining funds to the child or another fiduciary when the child exits out-of-home care

Prohibits using a child's benefits to pay for the costs of their out-of-home care placement

Allows the department or county departments to contract with public or private agencies to fulfill these requirements
