Honors Representative Rudolph L. "Rudy" Silbaugh, who passed away on July 1, 2025, at age 94, after serving in the Wisconsin State Assembly from 1991 to 1997 representing the 46th Assembly District as a Republican

Recognizes his local government service as Stoughton alderman from 1978 to 1991, including roles as Council President and appointments to the Personnel Commission, Public Works Board, and Library Board

Highlights his legislative work chairing the Assembly Committee on Aging and Long-Term Care, including enacting laws to create enhanced penalties for fraud against elderly and disabled persons and restore denture coverage under Medical Assistance
