Proposes a constitutional amendment creating Section 35 of Article IV, allowing the legislature to suspend any administrative rule promulgated by a state agency through joint resolution

Requires only a majority vote of all members elected to each house to suspend rules, either indefinitely or for a specified time period

Suspended rules have no force or effect during the suspension period, and suspensions are not subject to gubernatorial veto or presentment requirements

Represents first consideration of a constitutional amendment, which must be adopted by two successive legislatures and ratified by voters to take effect
