Proclaims February 2026 as Black History Month in Wisconsin, marking the 100th anniversary of Dr. Carter G. Woodson founding "Negro History Week" on February 12, 1926

Honors eight African Americans with Wisconsin ties: Lloyd Barbee (civil rights attorney, state assemblyman), Marcia Coggs (first African American woman in Wisconsin Legislature), Clinton Rose (first Black Milwaukee County Board member), Bernice Rose (county board member, community activist), Mark Sain (Milwaukee Fire Department assistant chief), George Martin (environmental justice pioneer), Bob Mann (first Black Packers player), and Malcolm X (whose family lived in Milwaukee)

Acknowledges over 400 years since enslaved Africans arrived in Virginia and notes Wisconsin's first documented reference to African descendants in 1725 at Green Bay

Recognizes the Trans-Atlantic Slave Trade enslaved more than 12 million African people, with approximately 10 million surviving the Middle Passage
