Proposed constitutional amendment to Section 18 of Article I of the Wisconsin Constitution, currently on second consideration by the 2025 legislature after first approval in 2023

Prohibits the state or any political subdivision from ordering closure of places of worship or forbidding gatherings in places of worship during any state of emergency at the national, state, or local level

Protection applies to all emergencies, explicitly including public health emergencies

If approved by the 2025 legislature, the amendment would be submitted to voters on the first Tuesday of November 2026

First consideration passed as 2023 Senate Joint Resolution 54, which became 2023 Enrolled Joint Resolution 11
