Creates Section 27 of Article I of the Wisconsin Constitution to prohibit governmental entities from discriminating against or granting preferential treatment to any individual or group based on race, sex, color, ethnicity, or national origin in public employment, education, contracting, and administration

Defines "governmental entity" broadly to include the state, municipalities, UW System, Technical College System, public schools, and all state/local government bodies including the legislature and courts

Includes exceptions allowing actions necessary to maintain federal program eligibility and bona fide sex-based qualifications reasonably necessary for normal operations

Second consideration by the 2025 legislature; first approved as 2023 Enrolled Joint Resolution 15

Scheduled for voter ratification on the first Tuesday of November 2026 if approved
