Authorizes the Department of Education to retain up to $15,000,000 beginning in the 2024-2025 school year for regional professional learning cadres, teacher leadership networks, academic initiatives, and supporting teachers who are less than fully certified.

Establishes a $1,000,000 grant program for county boards to contract with organizations facilitating regional professional learning networks focused on math and science improvement or supporting under-certified teachers.

Requires county boards to provide each teacher with their students' results on the comprehensive statewide student assessment from the previous school year.

Expands funding allocation factors for teacher and leader induction programs to include teachers with less than full certification and the number of teachers with one, two, and three years of experience.

Specifies that additional compensation paid to teachers for mentoring or teacher leader duties under this section shall not be considered salary for Teachers Retirement System annuity calculations, effective July 1, 2024.
