Requires all West Virginia professional and occupational licensing boards to issue licenses, registrations, or certificates without examination to individuals who establish residency in the state or are spouses of active-duty military members stationed in West Virginia

Applicants must hold a license in good standing for at least one year in another state, have met that state's education and experience requirements, passed any required examinations, and have no revoked licenses or unresolved disciplinary actions

Licensing boards may still require applicants to pass an examination on West Virginia-specific laws and may deny licenses to those with disqualifying criminal histories

The law explicitly exempts licenses to practice law and does not affect background investigation requirements under state gaming laws

All licensing boards must post notice of this reciprocity option on applications and websites, and must submit quarterly reports on applications received to the Department of Commerce and legislative committees beginning July 1, 2025
