Creates a "One-Stop-Shop Permitting Program" with an online Permitting Dashboard that must be publicly available by January 1, 2027, consolidating applications for construction, economic development, infrastructure, and natural resource permits across multiple state agencies

Participating agencies include the Departments of Commerce, Environmental Protection, Revenue, Tourism, Transportation, the Office of Environmental Health Services, and Secretary of State, with exemptions for the Lottery, Lottery Commission, Division of Financial Institutions, and Division of Motor Vehicles

Requires permitting agencies to report by July 1, 2025 on all permits they issue, processing times, and statutory deadlines, with the Secretary of Administration establishing deadlines for any permits lacking them

Mandates refunds of all application fees if a permitting agency fails to process an application within established deadlines, effective January 1, 2027, unless the applicant failed to cure an incomplete application within 30 days of notice

Makes the Permitting Dashboard the exclusive method for permit applications after July 1, 2027, with exceptions for Americans with Disabilities Act and West Virginia Human Rights Act accommodations, and includes a "fast-track" option for expedited processing at an additional fee
