Prohibits all state executive branch departments, agencies, and boards from establishing diversity, equity, and inclusion (DEI) offices, hiring DEI officers, requiring DEI statements from applicants, or mandating DEI training for employees

Bans K-12 public schools from instructing that any race, ethnic group, or sex is inherently superior or inferior, that individuals bear responsibility for actions of others of the same race/ethnicity/sex, or that meritocracy is racist or sexist

Protects school employees from adverse employment actions or civil liability for using pronouns consistent with a student's biological sex rather than preferred pronouns

Requires state colleges and universities to eliminate all DEI offices and officers, with unexpended DEI funds redirected to merit scholarships for lower/middle-income students, first-generation students, or tuition reduction

Exempts from restrictions: Title IX compliance offices, disability services, academic course instruction, student organizations, donor-designated scholarships, sex-based STEM opportunities, and activities required by federal or state anti-discrimination law
