Abolishes the West Virginia Health Care Authority on January 1, 2026, transferring all records, assets, and equipment to the Department of Health

Eliminates all Health Care Authority employment positions on the termination date, with the Secretary of Health given discretion to hire former employees into classified-exempt positions within the department

Transfers remaining balance of the Certificate of Need Program Fund to the state's General Revenue Fund after January 1, 2026

Preserves antitrust exemptions for any cooperative agreements approved by the authority prior to January 1, 2026, while abolishing the cooperative agreement review process going forward
