Extends indefinitely a moratorium on the Board of Risk and Insurance Management's authority to provide new or additional property or liability insurance coverage to entities for which coverage is permissive (not mandatory) under state code

Permissive entities affected by the moratorium include political subdivisions, charitable or public service organizations, and emergency medical services agencies

Exempts county boards of education, public charter schools, teachers, school administrators, service personnel, superintendents, and school board members from the moratorium

Allows the board to maintain existing contracts, agreements, and insurance coverage already in place, as well as extend such existing coverage

Authorizes the board to non-renew insurance coverage for permissive entities (those not required by law to be covered)
