Defines "homeless individuals or families" as those lacking fixed, regular, and adequate nighttime residence, including those staying in shelters, on streets, in parks, vehicles, or unauthorized enclosures

Defines "hotel" or "motel" as establishments providing temporary overnight lodging in guest rooms to transient patrons for payment

Amends three sections of West Virginia Code: Chapter 7 (County Commissions), Chapter 8 (Municipal Corporations), and Chapter 16 (Public Health)
