Allows the Department of Human Services, guardian ad litem, or any parent who is a party to a child abuse or neglect proceeding to request the appointment of a Court Appointed Special Advocate (CASA)

CASA appointments may only be made if the circuit court with jurisdiction over the case is serviced by a CASA program

Requests for CASA appointments must be made in accordance with the Rules of Procedure for Child Abuse and Neglect Proceedings

Amends §49-4-601 of the West Virginia Code relating to procedures in child neglect or abuse cases

Takes effect July 6, 2025 (90 days after passage on April 7, 2025)
