Requires all health care facilities subject to Certificate of Need (CON) requirements to provide health care services to all persons eligible for insurance coverage under the Public Employees Insurance Act (PEIA)

Amends the powers and duties of the Health Care Authority to mandate acceptance of PEIA patients as a condition of operating under a certificate of need

Facilities exempt from CON requirements would not be subject to this mandate

Targets hospitals and other major health care facilities that must obtain state approval for new services, expansions, or major capital expenditures
