Creates a new Class S4N permit ($1,500 annual fee) allowing qualified nonprofit organizations to sell alcoholic beverages within municipally-approved private outdoor designated areas (PODAs)

Permits Class S1, S2, and S3 licensees to participate in a PODA on the premises of a Class S4 or S4N permit holder with written permission, without needing to obtain a separate S4 permit

Allows private club restaurants and private manufacturer clubs to sell sealed craft cocktail growlers and wine growlers to patrons who have dined in-person or are picking up food in-vehicle, with age verification requirements
