Establishes concurrent juvenile jurisdiction between West Virginia state courts and federal courts over offenses committed by juveniles on U.S. Department of Defense military installations within the state

Requires requests for concurrent jurisdiction to include a metes and bounds property description and specify whether juvenile delinquency and status offenses are covered

Mandates that concurrent jurisdiction agreements be recorded with the Secretary of State, with certified copies sent to the requesting military installation
