Creates new Article 2L defining "military-connected students" as unemancipated children of current, reserve, or former members of U.S. armed forces, National Guard, or military members killed in the line of duty

Allows military-connected students to enroll remotely in West Virginia public schools without physically appearing, using military orders as proof of pending relocation; proof of residency required within 10 days of attendance

Requires local education agencies to provide licensed counseling services and information on military support resources when a parent is activated to duty

Mandates that classroom teachers be notified when military-connected students enroll to monitor academic engagement and provide additional support, unless parents opt out

Grants National Guard and Reserve children the same interstate transfer rights as active-duty military families and gives military-connected students enrollment preference in the open enrollment transfer process
