Permits Class A wine licensees to sell sealed wine in original containers or wine growlers to patrons who have dined on-premises, not just those picking up food to-go

Requires verification that purchasers of craft cocktail growlers and sealed wine are at least 21 years old and not visibly intoxicated

Maintains existing requirements that craft cocktail growlers cannot exceed 128 fluid ounces and must contain a ratio of up to one fluid ounce of liquor to four fluid ounces of nonalcoholic mixers

Removes "to-go" language from the code, clarifying that sealed craft cocktails and wine growlers can be sold to in-person diners rather than only for takeout orders
