Extends free Gold Star Family license plate eligibility to Gold Star parents (mothers and fathers of service members killed in combat), exempting them from all registration fees for one plate for personal use

Gold Star parents must be eligible to receive a gold star lapel pin under 10 U.S.C. § 1126 to qualify

Maintains existing exemption for Gold Star spouses (widows or widowers, remarried or not) who already receive one free Gold Star Family license plate

Amends West Virginia Code §17A-3-14b governing special registration plates for military personnel

Division of Motor Vehicles will continue to charge a $10 initial application fee for special military registration plates, with documentation required to prove eligibility
