Creates the "West Virginia Firearms Marketing Clarification Act" establishing strict limitations on negligent marketing lawsuits against firearm and ammunition manufacturers and sellers

Allows negligent marketing claims only when marketing directly targeted legally prohibited individuals, encouraged unlawful firearm use, had direct and substantial proximate cause to harm, and violated a specific firearm/ammunition sales statute willfully and knowingly

Requires courts to summarily dismiss lawsuits or improperly joined parties if all four conditions for negligent marketing claims are not met

Prohibits broad interpretation of the federal Protection of Lawful Commerce in Arms Act (PLCAA) predicate exception, barring use of general consumer protection laws or public nuisance laws as basis for lawsuits against firearm industry

Takes effect July 7, 2025 (90 days after passage on April 8, 2025)
