Eliminates the authority of public service districts to compel property owners, tenants, or occupants to connect to sewer facilities, even when sewage would flow by gravity or through approved transport methods

Removes the requirement that public service districts pay for exterior plumbing changes when mandatory connections are ordered for properties where sewage cannot flow to the main line by gravity

Deletes the provision allowing districts to petition circuit courts to force sewer connections for houses, dwellings, and buildings located near sewer facilities

Maintains existing authority for districts to charge rates and fees once sewer facilities are made available, but only after 30 days' notice to property owners

Preserves all other existing rules regarding service rates, charges, deposits, delinquent payment procedures, and lien enforcement for water, sewer, gas, and stormwater services
