Academic support tools must be accessible in all out-of-home placements and integrate with school district sign-on systems

Requires annual joint reports to the Joint Committee on Government and Finance by December 31 (starting 2025) on educational attainment metrics for foster children compared to non-foster children and national averages

Legislative findings note West Virginia led the nation in per capita foster children in 2023, with less than half obtaining high school diplomas and employment rates below national averages
