Creates a seven-member Legislative Oversight Committee (four House delegates, three senators) to review and approve all West Virginia Economic Development Authority contracts before the agency can enter into them

Requires committee approval for financial contracts, loans, grants, property acquisitions, sales, leases, and legal service contracts made by the Economic Development Authority

Senate President appoints Senate members and Speaker of the House appoints House members to the oversight committee

Committee must address all contracts presented by the Economic Development Authority within a "reasonable amount of time" to approve or deny them

Takes effect January 1, 2026
