Requires all state and local government entities to submit a pre-grant analysis to the Governor before applying for any federal or other grants, with major grants (over $1 million) requiring Governor's written consent and minor grants ($1 million or less) requiring submission at least three weeks in advance

Pre-grant analysis must include a 10-year cost-benefit projection, impact on state/local policy and governing control, compliance mandates, and identification of any laws that must be passed or rescinded to comply with grant terms

Governor may reject grant applications if terms would financially burden the state after grant expiration, conflict with state laws, interfere with other funding obligations, or require the state to surrender sovereignty or rights

Grant applications are automatically approved if the Governor fails to respond in writing at least one week before the application submission deadline

Governor may delegate review and approval duties to other officials as deemed appropriate
