Requires the Director of the Purchasing Division to purchase commodities and services from nonprofit workshops located in West Virginia without competitive bidding, changing from a permissive "may" to a mandatory "shall"

Purchases from nonprofit workshops must be at fair market price and of comparable quality to other available commodities and services

The Director must consult with the Committee on the Purchase of Commodities and Services from the Handicapped when determining whether nonprofit workshop products meet price and quality standards

The Purchasing Division must continue to employ a person responsible for identifying commodities and services available from nonprofit workshops, coordinating production efforts, and informing workshops of state purchasing opportunities
