Requires absentee ballot applications to be available at county clerk offices and on the Secretary of State's website, and prohibits mailing or delivering applications unless specifically requested by the voter, a family member, or caregiver

Allows qualified first responders to vote by electronic absentee ballot during emergency circumstances, with applications accepted between 13 days before the election and 5:00 p.m. the day before the election

Changes the deadline for mail-in absentee ballots to be received by 7:30 p.m. on election day, removing the previous provision allowing ballots postmarked by election day to arrive the day after

Creates misdemeanor penalties of up to $500 fine and/or six months imprisonment for election officials who send unsolicited absentee ballot applications, or for any person who sends more than 10 unsolicited applications to voters

Maintains existing exception allowing uniformed services and overseas voters to have ballots received until the board of canvassers convenes for the canvass
