Requires Ethics Commission members to recuse themselves from any decision involving a candidate or campaign to which they have financially contributed

Allows lobbyists to submit registration forms and reports in either electronic or paper format, with electronic or handwritten signatures accepted

Imposes a $10 per day late fee for lobbyist reports filed after the deadline, capped at $250 total, and authorizes suspension of lobbying privileges for failure to file or pay fees
