Sets the Public Employees Insurance Agency (PEIA) reimbursement rate at exactly 110% of Medicare rates for all providers, removing the previous "minimum" language that allowed for rates at or above that level

Requires West Virginia hospitals providing inpatient care to PEIA beneficiaries to be reimbursed at 110% of the Medicare diagnosis-related group rate or the Medicare per diem rate for critical access hospitals

Excludes Medicare primary retiree health plans from the 110% reimbursement rate requirement

Maintains existing requirements for 80/20 premium cost-sharing between employers (80%) and employees (20%), including subsidization of retired employee benefits
