Prohibits West Virginia substance abuse inpatient providers receiving Medicaid funding from marketing to or partnering with providers in other states to relocate individuals to West Virginia for state-covered treatment

Requires Medicaid to seek approval from the Centers for Medicare & Medicaid Services (CMS) to limit substance use disorder waiver services eligibility to individuals who have been West Virginia residents for at least six months prior to receiving covered services
