Prevents the department from establishing rules that automatically disqualify parents from specific placements based on their religious beliefs about sexual orientation or gender identity

Allows the department to consider the religious beliefs of the child or their biological family when determining appropriate placements

Creates legal protections for foster and adoptive parents, including the right to seek injunctive relief, compensatory damages, and attorney fees if their rights under this section are violated
