Requires the West Virginia Division of Highways Commissioner to develop performance standards and criteria for all essential agency operations by October 1, 2025

Performance metrics must include: on-time and on-budget project completion, responsiveness to public comments, and infrastructure health (condition of pavement, bridges, and associated infrastructure)

Mandates implementation of a management information system by January 1, 2026 to track past and present progress toward performance standards, with real-time graphical presentation of key performance indicators

Requires the management system findings to be publicly available and updated at least annually with a report to the Legislature on department performance

Division must report annually to the Joint Committee on Infrastructure after October 1 each year, with the committee authorized to require additional reports as needed for compliance
