Expands authorized uses of Fire Protection Fund and Municipal Pensions and Protection Fund monies for volunteer fire departments to include health insurance premiums and worker's compensation supplemental wage replacement coverage for individual members

Increases the annual spending limit on educational and training supplies and fire prevention promotional materials from $500 to $5,000 per year

Permits fund expenditures for expenses related to transitioning to the State Auditor's West Virginia Checkbook fiscal reporting system, including computers, hardware, software, CPA services, and other necessary technologies before January 1, 2026

Requires volunteer and part-volunteer fire departments to maintain a dedicated bank account for state funds, separate from other revenue sources, with non-state funds transferred out within 60 days of receipt

Mandates retention of all invoices, receipts, and payment records for five calendar years for any goods and services purchased with state funds
